Between 2012 and 2017, the Health Resources Services Administration Maternal and Child Health Bureau engaged the National Institute for Children's Health Quality (NICHQ) in what became a nationwide effort to reduce infant mortality and improve birth outcomes. By the end of the period, national infant mortality rates had declined by 5 percent.
